The Ecological-Economic Zoning (EEZ) is carried out in a shared manner between the Union, the States and the municipalities, in accordance with the Complementary Law No. 140/2011, which establishes norms for the cooperation between the entities of the federation in the exercise of common competence regarding the environment.

In order to guarantee the sustainable development and demarcation of new economic zones in the State, in line with the National Law of Forests, which allows the insertion of new areas to the productive process, it is necessary to revise and update the EEZ-RO for demarcation of the economic and environmental zones of the Rondonian territory.

The EEZ of the State was instituted by the State Complementary Law No. 233/2000, modified by the Complementary Law No. 312/2005, serving today as a subsidy, among others, for the processes of environmental licensing of rural properties and land regularization in the State.

The Government of Rondonia fully vetoed the bill of October 6, 2020, which provides on the “Update of the 2nd Approximation of the Socioeconomic-Ecological Zoning of Rondonia,” because it does not agree with the prevention and precaution emanating from article 255, paragraph 1, inciso IV, of the Federal Constitution.


The Government of Rondonia has deployed the Geoscience Laboratory to integrate Environmental Monitoring, Rural Environmental Registry (CAR), Environmental Regularization Program, Zoning and Mapping systems.

The Geosciences Laboratory (Cogeo) and the Situation Room on the campus of the State Department of Environmental Development (Sedam) in Porto Velho, provide greater effectiveness in controlling deforestation and illegal burns, as well as contributing to the land and environmental regularization of the State.

In this way the laboratory becomes important especially for technical analyses involving environmental monitoring through remote sensing, bringing as results greater efficiency and quality for decisions relevant to the environment.

With its deployment, the laboratory allows the control and monitoring of illegal burns, so that, together with federal agencies, to prevent illegal deforestation, collaborating for the environmental development of the state.


Satellite images allow the Government of Rondonia to carry out combat and surveillance actions against burns in the State. Heat outbreaks increase 8% throughout the state (in the comparison between 07/2018 and 07/2019), and this monitoring works by intensifying the sampling of reports obtained daily, for the competent bodies to act directly.

The evaluation of the graphs through the data collected by the satellite NPP-Suomi, reference of Nasa (National Administration of Aeronautics and Space) that detects 10 times more heat outbreaks, where the whole series of data of Rondonia is based, presents the monthly history of burns.

Special alert reports on heat outbreaks are sent with climate scenario sampling, to subsidize the surveillance and combat actions of the Civil Defense, Military Fire Corps, public managers and Sedam teams.

Even if Rondonia has this monitoring, only the number of heat outbreaks is not parameter to guide the actions of environmental education, combat and control of the burns.

In this way, Satellite Monitoring assists the actions of the field team, where behind each, there is intelligence work and denunciations, such as repressive and preventive actions against environmental crimes in Rondonia, in the fight against deforestation and prevention of illegal burns.


The spawning of the turtles takes place from September to October and receives the help of the Government of Rondônia for the environmental monitoring. The State accompanies the project Quelônios do Guaporé, an important biological moment, where it identifies and quantifies the nests and provides assistance to the technical team of the Quilombola and Ecological Association of the Valley of Guaporé (Ecovale), specialized in the monitoring of the kelons on the beach Ponta da Ilha, in Costa Marques.

Care with the protection of this animal is intensified in this period, due to fishing and illegal catch. In Rondonia, the protection project is carried out at this time of year, due to the turtles returning to the beaches where they were born to reproduce; females make up to nine spawnings a year, laying several eggs during their reproduction. It is precisely during this period that protection bodies work for the preservation of species.

The beaches where the spawning takes place are monitored during this period in search of reproductive events of the turtles. The procedure allows biologists and other professionals working for preservation, protection and environmental development, to obtain important information that will allow them to monitor growth, period of stay, habitat, displacement, and the non-extinction of the species.

The work provides important information for research activities, scientific studies, environmental education, protection and community integration that during the spawning period are dedicated exclusively to beach monitoring to ensure protection of females and eggs.

The commitment of the Government of Rondonia allows the hatching of these eggs to take place and thus the release procedure, which will also be accompanied by the Secretary of State for Environmental Development (Sedam) that will provide support to the Quilombola and Ecological Association of the Valley of Guaporé (Ecovale), with the monitoring and technical assistance to trained professionals, in order to offer necessary conditions for this biological process to be carried out.


The program “Light for Education” benefits the Margarida Community, located in the Extractive Reserve (Resex) of the Pacaás Novos River, in Guajará-Mirim. The project will benefit, especially, students, teachers and other servers of the teaching unit João da Mata, an extension of the Solomon Silva Municipal School.

The Government of Rondonia advances to the implementation of the program, providing all technical and logistic support for the installation of solar photovoltaic energy in the Margarida Community, which until then only relied on energy generated by combustion engines. In all, 15 solar plates are installed to meet the school. The cargo weighs about a thousand kilos and, along the way on the river, the Government has the support of the residents of the region.

With the new power source, school students and servers have access to the internet, digital inclusion. For teachers, it facilitates the use of new pedagogical methodologies for students. The community already had an antenna that provided Internet, and needed the power of diesel-powered generators. With the new system, they have 24-hour communication.

The Department of Environmental Development (Sedam) follows all stages of the project, because it is being developed in an extractionist reserve, which is under the protection of the State. In this way, the Government has the mission to offer logistical support and support throughout the technical issue so that the project is implemented.
